Personally,I dont think ex Forwards make the best coaches in either code of Rugby.

I don't know. If you think about modern rugby it seems that most national teams have coaches for forward, backs, kicking, fitness etc. so the head coach generally just has to organise and motivate. That was certainly the forte of Woodward and I suspect Johnson has been picked for his motivational qualities as much as any technical or tactical nous.
